When taxes are cut the government encourages spending by the private sector, which when done correctly, could have a huge impact on the immediate future and enormous multiplier effects as well as velocity effects.
These distinctions between various types of spending and their impact on stimuli are very important. What's the most simple example of spending that's immediate but has no influence on turn over or multiplier? Imagine that you consume five glasses of water per day.
As a "stimulus" the government paid you to drink an additional or 6 glasses of water each day. This has the immediate effect of increasing water production and consumption. But once the glass of drinking water is consumed, there is no multiplier. The only thing the government purchased was the one glass of water, which was above normal, and to get the next glass drunk, the government needs to reimburse you yet again. If the government ceases to pay this, the extra drinking ceases. As it doesn't support continual drinking by you, or other people, there is not a multiplier effect, or any velocity.
